‘Gemeenten zien niets in wietpas’

Gemeenten zien niets in het kabinetsplan om een pas in te voeren voor coffeeshopbezoekers, zo meldden diverse regionale dagbladen vandaag. “Een belachelijk idee met desastreuze gevolgen.”

In het GPD-artikel noemt de Amsterdamse VVD-fractievoorzitter Robert Flos een pasje ‘prima geschikt voor de problematiek in Limburg’. “Maar wij hebben een heel ander soort publiek. Toeristen, geen problematische drugsconsumenten. Men gaat straks op straat softdrugs verkopen, waarmee we veel overlast krijgen die er nu niet is.” PvdA-raadslid Peggy Burke: “Een belachelijk idee met desastreuze gevolgen. We hebben zo’n 250 coffeeshops in het centrum, die kunnen allemaal wel sluiten.”
Onderzoek van de Universiteit Tilburg, in opdracht van de gemeente Maastricht, wijst uit dat een pasjessysteem ‘illegale handel bevordert en averechts werkt’. Sociologe Nicole Maalsté, die het onderzoek leidde: “Ik heb het gevoel dat ons onderzoek totaal niet serieus genomen wordt. De wietpas is voor het kabinet gewoon symboolpolitiek. Hiermee maak je problemen in plaats van ze op te lossen.”
Dat denkt ook de burgemeester van Breda, Peter van der Velden: “Het verloopt in Breda nu verantwoord. Straks is er minder controle, en dus meer overlast. Je gaat de kwaliteit van woonwijken onder druk zetten en dat moet je niet willen.” De gemeente Maastricht heeft het aanvankelijk omhelsde pasjesplan ‘in de ijskast gezet’, aldus het artikel.

Welkom bij de VOC, dé koepel van alle organisaties en individuen in Nederland die gekant zijn tegen het verbod op cannabis. Repressie is dure en contraproductieve symboolpolitiek. Wereldwijd vindt het Nederlandse beleid van decriminalisering steeds meer weerklank. Het is tijd voor de volgende stap: cannabis uit de strafwet.
