Advies Wereldgezondheidsorganisatie WHO: haal cannabis van Lijst IV en schrap CBD uit VN drugsverdragen

Groot nieuws over het al in december verwachte advies over cannabis van de Wereldgezondheidsorganisatie (WHO). Website Marijuana Business Daily meldt vanochtend dat de WHO de drugsorganisatie van de Verenigde Naties adviseert om cannabis van Lijst IV van de VN drugsverdragen te halen en producten met cannabidiol (CBD) en minder dan 0,2 procent THC helemaal te schrappen.

Alfredo Pascual, verslaggever van Marijuana Business Daily, schrijft dat hij een “reviewed copy” heeft van het langverwachte WHO adviesrapport, dat nog niet is gepubliceerd. De belangrijkste aanbevelingen luiden volgens hem:

  • The scheduling of cannabis in the international drug control conventions wouldn’t be as restrictive as it is today, because it would be removed from Schedule IV of the 1961 Convention, the category reserved for the most dangerous substances.
  • THC in all forms would be removed from the 1971 Convention and placed with cannabis in Schedule I of the 1961 Convention, significantly simplifying cannabis classification.
  • Pure CBD and CBD preparations containing no more than 0.2% THC would not be included in any way in the international drug control conventions.
  • Pharmaceutical preparations containing delta-9-THC, if they follow certain criteria, would be added to Schedule III of the 1961 Convention, recognizing the unlikelihood of abuse.

Als deze informatie correct is, dan is zonder meer sprake van historisch nieuws. Een vroege reactie kwam van Manu Caddie, baas van het Nieuw-Zeelandse cannabisbedrijf Hikurangi Cannabis. Ook hij heeft een kopie van het adviesrapport in handen, meldt Voxy. Caddie: “It is pleasing to see the WHO review the evidence for cannabis and acknowledge that it never should have been classified in the same category as heroin, cocaine and methamphetamines. Unfortunately the classification of cannabis in the 1961 UN Convention resulted in prohibition as the default policy of most countries and some will resist change. Meanwhile the failed war on drugs is proven to cause real harm so New Zealand and other sensible countries are moving to a well-regulated regime focused on health and based on actual evidence.

Use of all these substances is associated with a significant risk of death, whereas cannabis use is not associated with such risk.

Over medicinaal gebruik van cannabis:
In addition, preparations of cannabis have shown therapeutic potential for treatment of pain and other medical conditions such as epilepsy and spasticity associated with multiple sclerosis. In line with the above, cannabis and cannabis resin should be scheduled at a level of control that will prevent harm caused by cannabis use and at the same time will not act as a barrier to access and to research and development of cannabis-related preparation for medical use.

Over cannabidiol (CBD):
Preparations containing predominantly cannabidiol and not more than 0.2 percent of delta-9-tetrahydrocannabinol are not under international control.

Het WHO advies over cannabis werd aanvankelijk in december 2018 verwacht: zie de reportage van Cannabis News Network hieronder. De vraag is nu of de Commission on Narcotic Drugs (CND), de drugsorganisatie van de Verenigde Naties, bij haar jaarlijkse bijeenkomst in Wenen in maart al zal reageren op dit baanbrekende advies.
